It would have been back in 2013 when Obama asked GOP led congress for stronger intervention, and they turned him down.

It would also have involved telling Congress FIRST, and Putin...not at all. So Syrian bases weren't empty when we spent $100M hitting them.

It would have ALSO also involved actually hitting targets, instead of those SAME BASES being open 24 hours later.
