Take the prankster to small claims. Causing you to drop what you were holding is a foreseeable consequence of intentionally startling you. It's not your responsibility to only hold inexpensive things, or to ensure that your property can survive being dropped unexpectedly. There's a reasonable chance a judge would side with you.

I'd consider reporting the student to the vice-chancellor/deans office as well. They can't be happy with students doing this shit on campus.
