More to the point, it is stated several times that neither Piccolo nor Goku were a match for Raditz. Piccolo had an attack strong enough to damage him, but it would take too long for him to charge it on his own. Goku knew Raditz's weakness, but wasn't strong enough to exploit it on his own. They had to work together to win. And even then, Raditz almost beats them. It's only because Gohan surprises them all and lands a blow on Raditz that weakens him enough for Goku to hold him that they're able to win. And Piccolo is definitely not that strong during this tournament. He openly says he developed the Special Beam Cannon during the years AFTER the tournament so he'd be able to beat Goku in their next fight.

Omg ill just end this argue: Piccolo and Goku were not even close to raditz power level at this tournament, when raditz came he was wrecking both of them without any problem, Goku grabbed his tail but he let it go, then his tail was around him, Goku coudnt grab the tail because Raditz was already aware of the tactic of Goku, not entirely because it was around raditz, and second reason is that Goku got wrecked basically instantly after he let go Raditz tail, neither of them could have won on their own.

+France Hopper Piccilo was not "as strong" or stronger, he just had most of his Ki related to energy attacks more so then hand to hand combats and had one (Special Beam Cannon) which probably took almost ALL of his energy just to use and takes time. that could be viewed as "stronger" but Raditz at the time had attacks in energy and hand to hand combat which were much stronger then Goku or Piccilos its like having a "kamikaze" attack, you could utilize 100% of your ki and even your life, to end a bigger and stronger foe! :P
