He will continue to subtlety fuck with the ACA to make it as expensive as possible and once it get bad enough, he will pin the blame on Obama and the Democrats over and over again. It will be repeated on Twitter so many times that his base will eat it up.
I have no doubt he will continue to sabotage the ACA for his own political gain, even if it means screwing over millions in the process.
This strategy is both:
- Far easier than actually repealing and replacing. Far less work. Far less effort. More time to spend at Mar-a-Lago.
- Likely to win over many when the ACA reaches a point of no return, not because it was designed that way from the onset, but because of subtle tweaks and his refusal to patch obvious existing flaws.
It sounds almost sick, but it's completely reasonable that this is his intention. He's hinted it himself in the past: "The best thing I can do politically is let Obamacare explode".
At no point does he actually intend to fix or replace it. He will just leave the mess for the next person.
