Look up project Stargate. Though heavily redacted, much of it has been declassified for decades. I remember my room mate and I researching and watching documentaries on this in college in the mid nineties, so this has been declassified fact for a ling time, at least that such programs exist(ed).

I don't disagree with you, but I think it's worth noting that they had a LOT of successful experiments that really made me re-think the ESP subject. It seems, to me, that the CIA discovered that consciousness is a nonlocal phenomena and then decided to not disclose what they had learned for a reason.

The YouTube video in the comment you replied to is a good start. Targ was one of the scientists that worked on the project. Also one of the links in the main post is literally just a search of "remote viewing" in the CIA reading room site. You can see their reports on the experiments.

It seems he was simply referring to CIA's Project Stargate to discredit the CIA's judgement, implying their return to the historically normal control of such terrorism abroad, was a bad idea.

Remember, Obama only took to personally murdering people abroad because the CIA made several highly criticized botches. He relied on the CIA's constantly wrong or misleading intelligence (remember Iraq's fake fault for 9/11) for his continued psychopathic murderous tirade of mostly innocent people in foreign countries, while openly using double-tap war crimes to kill first responders and medical personnel.

How do we know what is disinformation and what isn't with regards to the CIA's projects? I'm certainly willing to believe in any of these techniques.
