Big caveat is this is AARP analysis, not CBO, and GOP wants to ditch federal essential health benefits package.

Premium hikes could be moderated if the benefits package shrinks dramatically.

But if numbers hold up, BIG incentive for low-wage workers to work less, so they can qualify for regular (free) Medicaid.

That's especially true for somebody whose coverage lapses by 2 months and suddenly faces a 30% penalty premium.
