Perhaps if it's tailored to transsexualism. I received CBT to treat my feelings of depression and general anxiety over a course of a few weeks. I felt it was helpful, as I was taught strategies to take better control over my thoughts and how to deal with stressful situations, but my dysphoria remained. It would be amazing if a therapy was developed to treat dysphoria, though. There are many risks associated with HRT and especially surgery, which involves an obviously painful recovery process.

the only counselling on offer i can find is in supporting people choosing to transition and i can't find anyone who will help me to just get rid of the symptoms. i would much prefer to live without the constant intrusive thoughts and hatred of my body than to through surgery or whatever.
Every therapist i have seen has pushed the transitioning route exclusively however

Have you looked for a regular counselor? Not some sort of 'gender therapist'. I bet you could find a regular psychologist who does CBT who would be willing to help. You don't have to get political with your explanation; you could just tell them that you don't think transition is right for you at this time, and you're looking for help with the symptoms of your dysphoria.

Yes. Absolutely it can. Intrusive thoughts are one of the primary things it can help with. That's why it works so well with anxiety and depression. It also helps facilitate body awareness and reconnection. You will need to find a CBT therapist. Tell them you have dysphoria which you'd like to treat not that you are "trans". It may take a few tries but I'd look for older women and ask straight up theirs views on feminism.

I'm sorry you've had trouble finding suitable support.
CBT is about thought + behaviour 'retraining', essentially. I imagine, in theory, it could help with some aspects of dysphoria, for some people.
There are far more people out there who would benefit from psychotherapy than there are properly trained professionals to deliver it. In the mean time, while you may be looking for a suitable therapist or counsellor, you might want to explore CBT-based 'self-help' methods. Either books or even online programmes (free) where you define your own challenges + targets and follow the systematic CBT approach to try to resolve negative thinking etc. If one were to view dysphoria as a type of anxiety (seems reasonable), it would appear appropriate to use CBT methods? I can recommend one book: Coping with Fears and Phobias by Warren Mansell - you can get it for practically nothing used on amazon, and might even be able to find it free online??

It's a very difficult thing to understand. From reading it seems like no one has really tried. The therapies I've read about seem to either: encourage transition (at all costs and there is to be no criticism of transitioning the patient) or the older style (which was more like gay reparative therapy where the patient was forced or pressured to "align" with stereotypes and not allowed to be themselves). Has there ever been an attempt to address the root cause of gender dysphoria? I think there is a difference between gender dysphoria and body dysmorphia. I think for some trans people, they do actually have a form of body dysmorphia, which is much harder to treat. To me, gender dysphoria means the sex stereotyping (clothes, behavior, personality) and body dysmorphia is the hatred of the physical body. The thing about therapy is that is not a quick fix. You have to keep going to therapy and practice the techniques they teach you.

I'm not part of the GC crowd, but I do have a lot of experience on this particular issue.
As near as I can tell, the answer is "It depends".
I know of one person who says that it helped them to deal with the thoughts that were convincing them that they needed to transition, but for me and a couple of others, it boiled down to a whole lot of running in circles for nothing.
From what I can tell, it depends on you and it depends on what causes your dysphoria, but at the end of the day your best bet is probably just to give it a shot and see if it gives you the results that you want.
