The tradition of going after one’s predecessor in power is very familiar to anyone from an authoritarian regime. Purges, scapegoating, etc.
I warned Trump would never stop “running” against Obama (& Hillary) personally, not on policy. He needs big enemies & it riles his base.

It also fits the usual strongman pattern of never apologizing or defending, only attacking. Looks desperate to most, but base sees strength.

Purges inevitably result in a shrinking bubble of loyal incompetents and a few marginalized competents who are kept on to deflect criticism.

Until he consolidated total control, Putin kept a few “liberals” around for show to impress Western leaders & give false hope to opposition.

So before being relieved by a few good Trump appointments or a sane speech now & then, keep your eye on real action & real results instead.
