Anyone who asks such a stupid question doesn't understand the concept of Freedom of Speech.
Freedom of Speech is protection from persecution from the Government for your speech.

You don't understand the spirit of his question. He is basically saying, if you can't maintain order on r/india, a small online forum where most people come from an educated, privileged background, without putting in various curbs on what they can say, how would you do the same in India?

Nobody denies that the right rules against speech will be good for the country. But we cannot risk giving the Govt the privilege to make the rules. Also, if we do not like the rules in /r/india, we can right away move to a different forum where we like the rules. We do not have that option with Govt - which is another reason we cannot have the govt make those rules.
The Charlie Hebdo cartoons serve no purpose & are useless. They do a disservice to society. Taken in isolation, disallowing them may be a good thing. But we still want to have the freedom from being getting persecuted by the Govt for them because of the principle. We do not want the Govt deciding what is good & what is not.
