It's actually a very well made spandex jumpsuit. My wife and I have the pattern to make it (not the vault boy, the spandex jumpsuit that is ubiquitous for female hero cosplay). From what I can tell, the craftsman ship is at least 6/10, with the cuffs being the failed part.

That being said, it's not good cosplay.
