David Kreutzer is a senior fellow at the Heritage Foundation, a group funded by Koch Industries and other energy firms, and serves on Trump's EPA transition team.

Kreutzer recently told an audience there were positives of more carbon dioxide in the atmosphere, such as that it promotes plant growth.

When the audience laughed, Kreutzer responded, “You’re laughing because you’re ignorant.”
