Problem with that is the same thing that makes California feel like it's a viable independent state is the same thing that makes it too valuable for the USA to give up. Too much money, too much economic value. And once one state secedes, it will open a path for the breakup of the union- not to mention stocks pulling out of the USA immediately for fear of dollar instability.

The government would see secession as a elemental threat to its existence, and it would be a fair assumption.

As far as the military not being able to operate, I dont know what to tell you. I mean, even without the tanks, we still have precision munitions, drones, Apache copters, aircraft carriers, and a seasoned military right out of an insurrectionist conflict, and you're talking about fighting their forces on the same continent that they do their basic training on. I think most military units would look at the west coast as ideal operating terrain, even if they had to ditch the Abrams.

Not that I'm trying to stop you, I live elsewhere and our hot chicks keep leaving for la under the assumption they can become models. An iron curtain might finally get me a date.
