Didn't God use rain to eradicate everything living in the world save for a boat with one guy's family and a bunch of animals?

This is true. But the difficulty with Biblical symbolism is that it often means more than one thing. That is ONE instance of rain as judgment, but there are so many more instances where rain is blessing.

Rain is far more frequently a sign of blessing, but not in the way that Graham is using it here. It's not a blessing on an individual or for anything that an individual does. It's called common grace--God gives rain to everyone, good or bad, so we can live and eat.

Honestly in my opinion, it makes no sense for a secular nation to have such religious sacraments in the ceremony for the highest office, "Traditions" be dammed. Lots of shit we used to do doesn't make any sense. Take all the religious shit out. Religion is for your personal life and should have nothing to do with policy or administration.
