If we're talking from a pure economic perspective, having to use insurance is a huge inconvenience. Their rates will probably go up. Their insurance plan might not even cover the damage, or only partially cover it, which may require legal action to fix. They're also deprived of their property until their claim goes through, not to mention the whole claims process is a hassle.
