Because if we're playing, say Everton, who play in white shorts, our standard kit also has white shorts, so we change to black so as not to confuse players. Often times when you're playing football and things are happening quickly you're just looking for socks/shorts to pass to.

You didn't play in white shorts against us though.

Seems like sometimes we do and sometimes we don't. Weird. Didn't you wear blue shorts in our 2 games this season? Maybe it's because Everton play in quite dark socks as well, and you play in light socks so there's less confusion? I don't know, I'm guessing now.

We pick a colour for a season and stick with it. Last season it was white for every single home shirt game, this season it's blue.

I added a bit. My guess would be that if a team wears white shorts and dark socks we play in black shorts. If, like City, you have lighter socks, we don't bother changing as our dark socks are enough to stand out. Apart from in the above picture lol.

Sky blue and white are quite close. Same reason why we have to change kits when we play Villa.

Depends who we're playing so it doesn't clash on the pitch

Blend. Clash is exactly what you want to happen.
