It's not weirdly phrased, it's just wrong. "To make of America great! (the interjection, not the adjective) again", to put it literally. It's not even Google Translate bad, either someone did this on purpose or they just opened the dictionary, picked the first translation of each word, then picked a form at random for each of them and decided they were done.

Be it the asymmetry of auto imports/exports with Japan, China's extreme protectionism including higher tariffs than we impose--this is not opposition to free trade, but to a demonstrably uneven playing field.
