2 scootys stop at the entry of the road and provide over-watch. They did this before and their whole ride that night was to look for women to grope. They did this throughout the night, each pair taking a chance while 3
2 pairs providing over watch. Even if a man were to intervene, the 8
6 guys would technically over power that man.
But here's where the important fact lies, the person driving that scooty has been on that road before and is probably a local. Why? Because after watching that video 8 times, the way that driver takes the U-turn just inches before that pothole ridge, that too without his headlight on, hints to the fact that he knows this road. And the best way to know where a pot hole or a speed breaker on a road is, is via repetition.

The video quality of the CCTV camera is shoddy and I doubt enhancing it will yield results that are enough to get a clear view of the license plates or the scumbags' faces.
One thing cops can do, is to order phone data from that area. A sim card with an active connection, when goes from place A to B, it also talks or so to say pings the tower in that respective area. So even though your GPS is off, the tower captures your data. If police were to order the data from that night, specifically from 2:41 AM to 2:42 AM, and look through that haystack first trying to find the victim's cellphone signal pinging, then they can look for 6 or more additional pings arriving at that certain time frame. The main road was pretty much empty, and the cars going by did not make a stop except for passing by. But the 3 pairs of scooty did wait for a minute, and they should pop up in that haystack. Finding the info on who owns those sims and then referencing them with the RTO to find people that own scootys, you're practically in the ball park of finding those culprits. And even if you catch one, on slap is more than enough for that one scumbag to utter the truth and give away to his accomplices.

Most roads in a city like Bangalore has CCTV cameras at every intersection and red light. These cameras are often of better quality and are specifically designed to spot license plates. Bangalore police can also comb through that entire area's CCTV footage to find three scootys riding in a pack at that period of time.
