    There multiple factors to whether a school in a country will have a festival or something along the lines of this. :/ One would be participation of who creates it, time constraints in accordance to the school year's schedule and what has to be learnt within that time, and the budget of the school. :| Some schools are well off, but they miss some necessary factors... This is just my opinion though... so, there's no real need to complain about them, even if they lack something others have.

    Honestly I wish my high school could host festivals. My elementary school had a carnival every Halloween but it wasn't that fun and it's not nearly as good as the festival shown in this video. I hate the USA the schools are so boring here. I used to live in India and the schools over there always had fun cultural festivals, way better than America.

    If you are still in elementary school, plenty of them have field days which are the same as festivals in the USA. If you like India so much, ask your parents to move back and tell them YOU have more fun there.

    In anime they are called culture festivals and each class and some clubs set up events. Food stores, presentations, displays, and games are common core ideas. I don't know why they are normally held it seems like most high schools in japan do something like this to a degree, so I think it's some kind of tradition.

    In Tokyo they actually got rid of a lot of the trash cans after the sarin gas attacks, but the city is still cleaner than New York which has trash cans on every corner and all over the subways. It's really just astounding.
