Liberal is anyone who follows the liberal philosophy and by extension capitalist economics. It's only an american phenonmenon that liberals refer exclusively to the social liberal/social democrat branch. Libertarians, conservatives, social democrats, are all technically liberal. Monarchists, fascists, and socialists aren't.
