I think he was explaining why he believes that trees have monetary value. If someone has to pay a lot of money to reimburse for damaging a tree, then trees are valuable, thus one can sell a tree for money.

Which is a weird way to realize that trees can be sold for money.

Trying to invoke the Articles of Confederation is honestly the best part. Article 6 has absolutely nothing to do with commerce. And then:

Article 8 describes the responsibility and mechanism for the payment of war debt.

Yeah, it sucks that some of America is legitimately neglected in terms of human contact, it leads to things like this and sometimes entire villages or towns that just have a generally anti-government sentiment. There's such a small turnover of people down in the ranch lands of America and it can really mess with someone to be that isolated.
