Its either RES that does that, or the subreddit mods that added that.

The reason you see it is because you are on http://np.reddit.com , np is a community made css "hack" that, basically. subreddits can choose to use.

np stands for no participation, and is used when you are linked to another subreddit that may want to avoid people voting or commenting if they came from somewhere outside the community.

So, you typically will see these links in, say, /r/subredditdrama!

However, np "sticks" and you need to make sure you are back in www.reddit.com

In either instance, if you click on a link that leads you to somewhere else on reddit, you shouldn't comment or vote there (usually)
