Government

Regulations
Issue a temporary moratorium on new agency regulations.
Require each federal agency to prepare a list of all of the regulations they impose on American business, and rank them from most critical to health and safety to least critical. Least critical regulations will receive priority consideration for repeal.
Lift restrictions on American energy, which will increase GDP annually by $100 billion, create 500,000 new jobs and increase wages by over $30 billion over the next 7 years.
Initiate target review into The Environmental Protection Agency’s Clean Power Plan, which forces investment in renewable energy at the expense of coal and natural gas, raising electricity rates.
Initiate target review into The EPA’s Waters of the United States rule, which gives the EPA the ability to regulate the smallest streams on private land, limiting land use.
Initiate target review on The Department of Interior’s moratorium on coal mining permits, which put tens of thousands of coal miners out of work.

Corruption
Propose a constitutional amendment to impose term limits on all members of Congress.
A hiring freeze on all federal employees to reduce the federal workforce through attrition (exempting military, public safety, and public health).
A requirement that for every new federal regulation, two existing regulations must be eliminated.
A five-year ban on White House and Congressional officials becoming lobbyists after they leave government service.
A lifetime ban on White House officials lobbying on behalf of a foreign government.
A complete ban on foreign lobbyists raising money for American elections.

Constitution & 2nd Amendment
Nominate United States Supreme Court justices that will abide by the rule of law and the Constitution of the United States that includes upholding the Second Amendment.
Defend the rule of law and the Constitution of the United States. Nobody is above the law.
Defend the Second Amendment of our Constitution. The right of the people to keep and bear Arms shall not be infringed upon.
Gun and magazine bans – the government has no business dictating what types of firearms good, honest people are allowed to own.
National right to carry – should be legal in all 50 states.

Economy

Trade
Withdraw from the Trans-Pacific Partnership.
Direct the Secretary of Commerce to identify every violation of trade agreements a foreign country is currently using to harm our workers, and also direct all appropriate agencies to use every tool under American and international law to end these abuses.
Tell NAFTA partners that we intend to immediately renegotiate the terms of that agreement to get a better deal for our workers. If they don’t agree to a renegotiation, we will submit notice that the U.S. intends to withdraw from the deal.
Instruct the Treasury Secretary to label China a currency manipulator.
Instruct the U.S. Trade Representative to bring trade cases against China, both in this country and at the WTO. China’s unfair subsidy behavior is prohibited by the terms of its entrance to the WTO.
Boost growth to 3.5 percent per year on average, with the potential to reach a 4 percent growth rate.
Use every lawful presidential power to remedy trade disputes if China does not stop its illegal activities, including its theft of American trade secrets – including the application of tariffs consistent with Section 201 and 301 of the Trade Act of 1974 and Section 232 of the Trade Expansion Act of 1962.
Eliminate Mexico’s one-side backdoor tariff through the VAT and end sweatshops in Mexico that undercut U.S. workers.

Tax Plan
A married couple earning $50,000 per year with two children and $8,000 in child care expenses will save 35% from their current tax bill.
A married couple earning $75,000 per year with two children and $10,000 in child care expenses will receive a 30% reduction in their tax bill.
A married couple earning $5 million per year with two children and $12,000 in child care expenses will get only a 3% reduction in their tax bill.
The plan lowers the business tax rate to 15%.
A 10% tax on repatriation.
The plan also allows U.S.-based manufacturers to elect full expensing of plant and equipment, an invitation to massive investment. If they elect this approach, they will give up the ability to deduct interest expense.
Tax brackets in the individual income tax will be reduced from 7 to 3. Tax rates will be 12%, 25% or 33%, with thresholds very similar to the House GOP plan.
The plan will close special interest tax breaks and cap deductions at $100,000 for single filers and $200,000 for married filers, eliminating many costly tax loopholes while stimulating growth.
The standard deduction will be $30,000 dollars for married couples and $15,000 dollars for single individuals. Most taxpayers will have no need to itemize, simplifying their tax returns and making it easier to file.
The plan provides a child care deduction for children up to 13 years of age for average child care expense. There’s an income cap, so the new deductions don’t apply to the rich.
The plan eliminates the carried interest loophole for Wall Street.
The plan eliminates the death tax.

Energy
Rescind all the job-destroying Obama executive actions including the Climate Action Plan and the Waters of the U.S. rule.
Ask Trans Canada to renew its permit application for the Keystone Pipeline.
Make land in the Outer Continental Shelf available to produce oil and natural gas.
Cancel the Paris Climate Agreement (limit global warming to 2 degrees Celsius) and stop all payments of U.S. tax dollars to U.N. global warming programs.
Become, and stay, totally independent of any need to import energy from the OPEC cartel or any nations hostile to our interests.
Open onshore and offshore leasing on federal lands, eliminate moratorium on coal leasing, and open shale energy deposits.

Infrastructure
Harness market forces to help attract new private infrastructure investments through a deficit-neutral system of infrastructure tax credits.
Work with Congress to modernize our airports and air traffic control systems, end long wait times, and reform the FAA and TSA, while also ensuring that American travelers are safe from terrorism and other threats.
Incorporate new technologies and innovations into our national transportation system such as state-of-the-art pipelines, advancements in maritime commerce, and the next generation of vehicles.
Triple funding for state revolving loan fund programs to help states and local governments upgrade critical drinking water and wastewater infrastructure.
The “Penny Plan” would reduce non-defense, non-safety net spending by one percent of the previous year’s total each year. Over ten years, the plan will reduce spending (outlays) by almost $1 trillion without touching defense or entitlement spending.

Security

National Defense
Immediately after taking office, Mr. Trump will ask the generals to present a plan within 30 days to defeat and destroy ISIS.
Mr. Trump will ask Congress to fully eliminate the defense sequester and will submit a new budget to rebuild our military as soon as he assumes office.
Mr. Trump will build an active Army of around 540,000, as the Army’s chief of staff has said he needs.
Mr. Trump will build a Marine Corps based on 36 battalions, which the Heritage Foundation notes is the minimum needed to deal with major contingencies.
Mr. Trump will build a Navy approaching 350 surface ships and submarines, as recommended by the bipartisan National Defense Panel.
Mr. Trump will build an Air Force of at least 1,200 fighter aircraft, which the Heritage Foundation has shown to be needed to execute current missions.
Mr. Trump will modernize our nation’s naval cruisers to provide Ballistic Missile Defense capabilities.
Mr. Trump will enforce all classification rules, and enforce all laws relating to the handling of classified information.

Foreign Policy
End the current strategy of nation-building and regime change.
Establish a Commission on Radical Islam to identify and explain to the American public the core convictions and beliefs of Radical Islam, to identify the warning signs of radicalization, and to expose the networks in our society that support radicalization.
Pursue aggressive joint and coalition military operations to crush and destroy ISIS, international cooperation to cutoff their funding, expand intelligence sharing, and cyberwarfare to disrupt and disable their propaganda and recruiting.

Crime
Expand and bring back programs like Project Exile and get gang members and drug dealers off the street.
Empower law-abiding gun owners to defend themselves.

Veterans & VA Reform
Appoint a VA Secretary whose sole purpose will be to serve veterans.
Ask that Congress pass legislation that empowers the Secretary of the VA to discipline or terminate any employee who has jeopardized the health, safety or well-being of a veteran.
Create a commission to investigate all the fraud, cover-ups, and wrong-doing that has taken place in the VA, and present these findings to Congress to spur legislative reform.
Create a private White House hotline, which will be active 24 hours a day answered by a real person. It will be devoted to answering veteran’s complaints of wrongdoing at the VA and ensure no complaints fall through the cracks.
Stop giving bonuses to any VA employees who are wasting money, and start rewarding employees who seek to improve the VA’s service, cut waste, and save lives.
Increase the number of mental health care professionals, and allow veteran’s to be able to seek mental health care outside of the VA.
Ensure every veteran has the choice to seek care at the VA or at a private service provider of their own choice.

Cyber Security
Order an immediate review of all U.S. cyber defenses and vulnerabilities, including critical infrastructure, by a Cyber Review Team of individuals from the military, law enforcement, and the private sector.
Instruct the U.S. Department of Justice to create Joint Task Forces throughout the U.S. to coordinate Federal, State, and local law enforcement responses to cyber threats.

Domestic Issues

Immigration
Begin working on an impenetrable physical wall on the southern border, on day one.
Mexico will pay for the wall.
End catch-and-release. Under a Trump administration, anyone who illegally crosses the border will be detained until they are removed out of our country.
Move criminal aliens out day one, in joint operations with local, state, and federal law enforcement.
End sanctuary cities.
Immediately terminate President Obama’s two illegal executive amnesties.
Triple the number of ICE agents.
Suspend the issuance of visas to any place where adequate screening cannot occur, until proven and effective vetting mechanisms can be put into place.
Ensure that other countries take their people back when we order them deported.
Ensure that a biometric entry-exit visa tracking system is fully implemented at all land, air, and sea ports.
Establish new screening procedures and enforce our immigration laws to keep terrorists out of the United States.
Suspend, on a temporary basis, immigration from some of the most dangerous and volatile regions of the world that have a history of exporting terrorism.
Block Federal Funding for Sanctuary Cities.
Before any new green cards are issued to foreign workers abroad, there will be a pause where employers will have to hire from the domestic pool of unemployed immigrant and native workers.

Health Care
Completely repeal Obamacare.
Elected representatives must eliminate the individual mandate.
Modify existing law that inhibits the sale of health insurance across state lines.
Allow individuals to fully deduct health insurance premium payments from their tax returns under the current tax system.
Allow individuals to use Health Savings Accounts (HSAs). Contributions into HSAs should be tax-free and should be allowed to accumulate.
Require price transparency from all healthcare providers, especially doctors and healthcare organizations like clinics and hospitals.
Block-grant Medicaid to the states.
Remove barriers to entry into free markets for drug providers that offer safe, reliable and cheaper products.

Child Care
Rewriting the tax code to allow working parents to deduct from their income taxes child care expenses for up to four children and elderly dependents.
Allow parents to enroll in tax-free dependent care savings accounts for their children or elderly relatives.
Provide low-income households an Expanded Earned Income Tax Credit – in the form a Childcare rebate – and a matching $500 contribution for their savings accounts.
Incentivizing employers to provide childcare at the workplace.
Provide 6 weeks of paid leave to new mothers before returning to work.

Education
End Common Core.
Immediately add an additional federal investment of $20 billion towards school choice. This will be done by reprioritizing existing federal dollars.
Give states the option to allow these funds to follow the student to the public or private school they attend.
Establish the national goal of providing school choice to every one of the 11 million school aged children living in poverty.
Work with Congress on reforms to ensure universities are making a good faith effort to reduce the cost of college and student debt in exchange for the federal tax breaks and tax dollars.
Ensure that the opportunity to attend a two or four-year college, or to pursue a trade or a skill set through vocational and technical education, will be easier to access, pay for, and finish.

I hope there will be a graded response. If he does not repeal and replace the ACA but only issues some funding changes how will that be evaluated? By percentage achieved or Pass fail?
