It seems that in countries where prostitution is totally legal and regulated like in the Netherlands and Germany, the majority of people still regard it as a seedy and dangerous business and regard men who use prostitutes as being pathetic and lowest of the low quite frankly.
It seems that legalising prostitution does nothing to improve the general perception of men who use prostitutes and legalising it does not seem to increase the proportion of men who see using prostitutes as a viable option.
Also, even when prostitution is legalised and regulated, it still retains a perception of being closely associated with violence and organised crime, as well as being run by violent pimps and henchmen, which puts a lot of men off using prostitutes because of the perception that it can be very dangerous.
Another reason why I don't think using prostitutes appeals to most men is because the reason most men have sex is to feel validated and wanted by a woman, and of course using a prostitute is purely a financial transaction, there's no emotional connection, it's purely the physical act.
