NCIC and, in my state, TCIC are heavily regulated. They are strictly for valid law enforcement purposes only and all queries are logged in detail. The terminal used to access the system in our office shuts off all other programs except itself to prevent breaches and operators have to take a class to certify them to use the system. If I hand over an NCIC/TCIC report to a defense attorney, I commit a class B misdemeanor.

As a DA, I don't even have access. Only our investigators and legal assistants do.

Yeah. If they were lucky they would wind up working in the evidence room for the rest of their career. If they're unlucky they'll wind up fired and criminally charged.

In my state at least, access to those systems is controlled by a non-law enforcement state agency. Users need to get certified bi-annually. They pound it into your head that if you run a plate or name for personal reasons they will pull your certification permanently. An Officer who cannot access the system cannot perform routine policing duties, and will probably be fired.

The same agency that runs those systems investigates accusations of abuse, and performs random audits of information requests by police.

In my department we use a program called SOMS (Strategic Offender Management System) where we can read pretty much anything and everything about any inmate in the State of California.

High profile criminals (Manson, Scott Peterson, etc....) are all flagged and unless you interact with them directly. There can be disciplinary action for reading their files. Also, they flag pretty much any search for any inmate that is not at your specific institution.

Growing up I was afraid of police. I lived in a neighborhood that the police were always being called to. As far as my child mind though, police were ruining families.

As I got older I realized that the people being taken away were criminals. Drug dealers, domestic violence, child endangerment, and so on. People who had done bad.

Though I grew out of my fear, most of my friends back then didn't. Most of them still view police negatively. Most of them were criminals too, as was I. I knew that any day an officer could knock on my door with damning evidence and a warrant.

Now that I'm out of it all, clean and a family man, I teach my kids that police aren't our enemy. Yes there may be one or two of them that are rotten, but that's the case anywhere.

I understand both sides. The hate isn't warranted, but it most likely stemmed from fear.

Right now its still doxxing to provide this info regardless of how public it is. People can work with this, have worked with this, to point their retardations to commit acts that have caused hurt to innocent people.

What you also have is a request to "make this person infamous" with no real evidence as to what this person has done.

Public info is still identifying info even if it isnt the actual person being targetted. All we have to do is look at reddit during the Boston Marathon.

Hence why doxxing is a bad thing to do on reddit and I also believe there may be rules against it.

Doxxing is posting of personal information on the internet for malicious reasons. It can be argued that your tags are not personal information. If someone posted the personal information associated with that, then yes, you have a case. I think you're going too extreme with this since there's literally thousands of photographs of the same thing on reddit.

I get what you mean but for me this crossed the line by doing 2 things.

Asking for action.

Being posted in a sub in which there are people who could take action with the resources available to them.

A random number plate in a random picture seems okay as there is nothing for people to strive for. In this case the picture if headed by words that state the owner has done a vile thing and that for people to take action. That is what I consider doxxing.

Also in reddit doxxing isnt about private detail, its about any personal details. A licence plate can fall into that but as normal its up to the discretion of Mods.

There are more than just cops/DMV, any library that pays for LexusNexus has the DMV database (usually law school libraries) without the bank information. That's just one example, I'm sure there are more. And when you're talking about hundreds of thousands of people 0.01% can make a difference. Of course it won't happen the vast majority of the time but why not reduce risk? It takes nearly 0 effort.

No it doesn't. A license plate isn't personally identifiable information. A license plate has been ruled by the courts to not be private information. That's why law enforcement officers can run random plates as they see fit throughout their shift.

    • This picture was posted second-hand at absolute best, which means, at the least, we have no way of getting the full story from this Jim Jones
    • We don't see the rest of the picture. While unlikely, the driver of the Subaru might well know the person that's been pulled over.
    • There's also the chance they personally know the officer there, and have less than friendly relations with them.

    Odds are, we're never going to know the full context of this picture. As such, I'm going to put my faith in the LEOs of the greater Pittsburgh area to not give the driver of this vehicle shit, since they can't confirm the full context of this picture. Hell, they can't even confirm that's the vehicle's owner, or if multiple people are on the title, which one it is.
