The issue of manufacturing is more complicated than that. Manufacturing jobs were going to decline regardless for these people because of competition. People wanted better, cheaper products. There is a slew of academic/business writing that explains how this happens. Essentially this is why manufacturing is highly specialized and requires advanced degrees now.

Those jobs are never coming back for high school grads with no college. NEVER.

Because people aren't willing to pay more for less. And because of actual industrial competitive cost structures.

I do not doubt this at all. However, some of that "competition" could have been neutralized by import tariffs. By chasing bottom prices in goods consumers forced own incomes to decline.
