The reason his lines are so quiet is due to Blizzard (;D) wanting to stick to his lore. In the lore, he almost never talks. And when he does talk, it's usually unintelligible due to the muffling of the mask.

But they should actually muffle his voice lines instead of just lowering the volume. I mean come on, his Belly Laugh emote? Really?! It's BELLY laugh! It's supposed to be loud and booming!

Most of the voice lines seem to be lower in volume compared to the other lines. But roadhog is the biggest offender indeed, definitely needs a fix.
