Just admit it: Interplay writes better characters, and better antagonists, and actually makes them human. Raiders aren't humans in Fallout 4. There's nothing touching about them. They shoot you on sight without a second thought, while you can help out raider gangs in Fallout 1, 2, and New Vegas, (not counting Nuka-World, as that's based off feedback by players).
