Full text of Comey's letter:

In previous congressional testimony, I referred to the fact that the Federal Bureau of Investigation (FBI) had completed its investigation of former Secretary Clinton’s personal email server. I am writing to supplement my previous testimony.

In connection with an unrelated case, the FBI has learned of the existence of emails that appear to be pertinent to the investigation. I am writing to inform you that the investigative team briefed me on this yesterday, and I agree that the FBI should take appropriate investigative steps designed to allow investigators to review these emails to determine whether the contain classified information, as well as to assess their importance to our investigation.

Although the FBI cannot yet assess whether or not this material may be significant, and I cannot predict how long it will take us to complete the additional work, I believe it is important to update your Committees about our efforts in light of my previous testimony.

Edit: here's what I've got. The investigation was apparently never formally closed, only Comey's announcement of non-indictment in July. Jason Chaffetz reportedly the one who used the language "reopening investigation", not Comey.

Still not clear:

  • Evidence contrary to testimony given by HRC?
  • Source of emails? (Podesta?)
  • Content of emails?
  • Why now?

EDIT: as others point out, it's equally plausible that e-mails were archived on a device they both used (and/or that either one of them predominantly used). Mark Cuban has a theory on the provenance of these.

Since it was announced the betting markets dropped Hillary around 7 points.

Edit: Since a lot of people asked I was referencing https://electionbettingodds.com which pulls from both Betfair and PredictIt. Since the story broke, Hillary is down 8 points today. Yes it is from 82 to 74, but that is still a rather large one day shit shift, which has typically only occurred during the set pieces of the election or when massive stories hit like the 9/11 pneumonia or the Access Hollywood tape.

So, while there doesn't yet appear to be anything to this story, the headlines certainly were significant.

It's 12 days out, which means we have time for 2-3 "major" news cycles before election day.

I think it's quite possible that this news will occupy one of these slots, in which case, yes, it'd probably have a measurable impact on the election.

If it should turn out that these new emails contain really damning stuff, it could potentially dominate the conversation until election day, but I guess we'll have to wait and see. I'll be interested to see how the betting markets will react to this news.

Emails are saved on whatever devices they appear on. Some emails have entire chains of emails under them. These could be emails where Clinton was on the chain at some point, but was taken off before the email reached the owner of this device they found. But because the email contains the entire chain, these Clinton emails are preserved.

So here is a timeline I was able to piece together about what happened:

  1. The FBI finds a new device with new emails. (This new device is Anthony Weiner's phone.) None of the emails are sent by Hillary Clinton but 3 of them are still relevant to the investigation. They need to be reviewed for classified information.
  2. Comney previously told Congress that the FBI had finished reviewing all evidence. He is required to inform them about the new emails.
  3. He writes an incredibly vague letter to Congress.
  4. Republican Congressman Jason Chaffetz tells the media that the FBI is reopening the investigation. Although very few details are available, this is immediately front page news.
  5. Trump and Republicans immediately pounce on the story.
  6. Meanwhile Hillary Clinton's campaign plane is in the air with no wi-fi, completely unaware of the story and unable to do any damage control.

What a clusterfuck.

In flight entertainment systems are the weak point in airplanes. Every hack done so far has been done through the in flight entertainment. I wouldn't be surprised at all if the Secret Service won't allow wifi and in flight entertainment on protectee planes. I have no idea though this is just a guess.

The emails were discovered "in connection with an unrelated case", and this discovery would eventually be made public due to the high amount of scrutiny that Secretary Clinton would face if she were to be elected. That being the case, a Republican obstructionist congress investigating Clinton would immediately cry foul if Comey hadn't made an immediate public announcement of the discovery of this new evidence, and would accuse him of deliberately hiding information from the public, at which point he might also find himself the subject of a congressional investigation.

Basically Comey is just covering his ass and preparing for the inevitable tidal wave of legal challenges and investigations that Secretary Clinton will face when she comes to office.

The truth is Comey didn’t have a choice. Because the new information followed his sworn testimony about the case, Comey was obligated by Department of Justice rules to keep the relevant committees apprised.

Under oath Comey had stated that the bureau had completed its review. Once he learned that there were new emails that required examination, Comey had to notify Congress that he had to amend his testimony because it was no longer true.

Comey’s letter doesn’t say his agents have discovered new witnesses or documents suggesting a criminal act occurred. Rather, he only suggests that evidence that had not yet been examined and, because it was relevant to the case, needs to be reviewed.

There’s also a political dimension. Had Comey not told Congress and it emerged after the election that new materials had come into its possession, the director and his entire agency’s credibility might have been questioned.

In his letter, Comey did not use the phrase being touted by Republicans that the case had been reopened. Technically it was never closed. Nor did he signal at all about the importance or unimportance about the emails.
