She has said that before this was implemented there would be extensive talks with the Russian government. There wouldn't be a unilateral declaration here. There would also be established channels to prevent and deal with incidents like the Turkish jet shootdown.

She's skeptical about a no fly zone, according to leaked emails. So it's not 100% likely she'll impose one. It depends on what Russia does (e.g. how much anti-aircraft weaponry they have in Syria).

That being said, if she does, it's not going to mean "a war" with Russia. That's moronic. They're basically assuming Russia will just violate the no-fly zone and escalate the conflict. Russia is not anywhere near as strong as the US is militarily, so why would they want a war with us? They don't like Syria that much.
