Pretty sure both phenomena are explained by non-secret (i.e., openly discussed by Reddit admins) algorithms Reddit uses for displaying votes.

1) The refresh-by-refresh variability is vote obfuscation. Small margins (relative to overall vote quantity) are added or subtracted from the true vote total to prevent certain types of automated (i.e., bot) vote manipulation that utilizes vote count (I'm not sure of the finer points).

2) Vote count hyper-inflation for posts encountering high-frequency upvotes. According to Reddit, the purpose of this is to prevent brigadiers (automated or human) from knowing whether their efforts are having success and to what degree. After the upvotes slow down, a gradual vote count "cooloff" takes place where false upvotes are gradually peeled from the total until the count reaches its true value.

Now is this true? That's for you to decide, but that's how Reddit explains it.

Actually there's a site-wide algorithm that automatically reduces the points of posts that hit /r/all, by very large fractions. This is so that posts don't stay on /r/all too long. I've seen this fairly often with /r/lol since they get posts that hit very high upvote numbers.

I'm not sure if the algorithm actually downvotes (which changes the upvote %), or if it just reduces the score and removes upvotes (which wouldn't change the upvote % too much).

That said, I'm not sure if the strength of the algorithm is normalized based on total sub activity, which may target /r/the_donald more than other subs. IIRC the major lol threads lasted about a day or a half day. Dropping in 2 hours seems abnormally fast, so some degree of censorship seems plausible.
