By many academic estimates, we have so many laws on the books that we cannot reliably count them. That is why we have redundancies and nonsense like this.
Additional laws concerning firearms aren't needed. A good start would be prosecuting on the ones already on the books.

We could literally distill about 90% of our laws into, "You are free to do as you please so long as you do not infringe on another's right to life, liberty, or property".

But that wouldn't suit the government at all, now would it?

The business model for government right now is:
  1. Make something illegal (or "regulated")
  2. Create a bureaucracy to manage said regulation
  3. Sell licenses/permits back to allow the activity that was happening before government got involved
Having more laws than we can count is critical to the long-term growth of the bureaucracy and extortion industry!
