This is one of my pet peeves in moderation practices. In some subreddits, it's a response to rampant ban evasion and spam, and I do agree that moderation tools are not sufficient to deal with that problem efficiently. Still, I think it's contrary to the culture of Reddit to block new accounts, and particularly large/default subreddits should expect that new users will want to engage as soon as they make an account. It's extremely off-putting when someone creates an account in order to join a specific conversation and they're (in many instances, silently) banned from doing so.
