If you read the description, he's doing it like a pyramid scheme. He wants the early adopters to get excited, get good stuff, and spread the word, then expects the rest of the people to pay for the 'second aid kit' and finance the rewards he promised for the early adopters.

So from what I understand, this is some sort of group that wants to sell everyone in America a portable solar cell phone charger (except they're calling it a "second aid kit"), then use the money they make to pay all of these insane backer bonuses.

They say that backing is a preorder, which I don't understand; is anyone who backs the project somehow obligated to continue on to purchase a solar charger?

Honestly this just seems like some people got together to buy a huge amount of crappy solar chargers in bulk, get a ton of preorders, and sell them at a massive markup - though this is admittedly an optimistic look at the idea, and it's a lot more likely to just be a full on scam where these guys just run off with the money if the actually manage to make their goal (not sure how easy this is to do, just a possible thing they're trying to do).

I feel like I've already spent way more time thinking about this than it merits.

You can buy small solar chargers. A solar cell the side of a phone won't charge it very quickly if at all though. Something the size of a briefcase will.
