If they don't sell NMS mugs with that design it will probably be considered fair use as it doesn't affect their "potential market for or value of the copyrighted work."
The fact it's reproduced by hand and not a an exact copy (printed from their website for instance) also helps.
There are thousands of craft artists who make fan works and sell them all over the web, and as long as it's labeled as such and not presented as official merchandise they should be fine. Companies owning the copyrighter material could probably ask for some kind of retribution and/or that they remove their products but as those things aren't mass product it would be a waste of time and money for everyone and would be generally considered a douche move.

TL;DR: advertise away, the artist deserves it :)

PS : that being said, as a graphic artist I'm glad you asked, it's always a good idea to question if we can use someone else's art or not.
