Cast is often better than welded because its one solid structure rather than several smaller structures sealed together. Welds can break and cause the armor to become a deadly projectile (or group of projectiles) into the fighting compartment. For example, a sufficiently powerful HE shell fired from a mortar (tank or field gun mounted) could cause the weld to fail, the armor to spall (send fragments into the fighting compartment), and otherwise destroy the piece of armor hit assuming it doesn't totally fail and explode inwards (if it was thin enough).

This is why most successful tank designs of the era had most of their armor cast in one piece and additional plates and superstructure was added as they went on. The force required to cause that to fail is not based on how strong the welds are for a cast design.
