Back in the original Sims, I created a huge open house with a full family of 8, and invited all the neighbor sims over for a party. Once there were 20+ people in the house I put down big thick carpets over the entire open space, removed the door, and lined the walls with stoves.
Then, I waited for someone to get hungry.
After everyone was ashes, I bought about ten of the robot helpers that do housework and cleanup, it took them about two ingame weeks to sweep up all the ashes.

While you should check all of the URLs that people are mentioning, you may also want to create a fresh Outlook profile on a user's PC that is having the problem. I've found that Outlook caches some part of the certificate or lookup, and a user that has the popup message can have a new profile that was created after certificate changes that does not present the cert error message, while the old profile for the same user on the same machine does.
Was dealing with this just last week at a customer who had renewed a cert.

STAY AWAY from The Perfect Puppy in Scituate. They have a long history of not taking proper care of their animals (which we only found out after we got a puppy that developed a very serious case of kennel cough/pneumonia)

What beezel said is correct - you could give the users permission to directly edit the room user's calendar. Doing it this way lets you bypass the appointment invite system. But you have to figure out who is ultimately managing the calendar, because if you give everyone full/Owner rights, it will inevitably lead to mischief with users moving/deleting other people's appointments with very little accountability.

I've tried to patch four different 2008 R2 x64 servers at different customers and always get the patch does not apply message. What gives? I'm definitely using the correct patch version for 2008 R2 64bit. I tired the non-R2 2008 patch as well.

Is there any record of it hitting the mail server at all?
This is probably diving into paranoia, but could it be possible that the user is setting up a rule to divert/block/deny delivery somehow, but since Outlook 'sent' it, it shows up in the sent items?
Or, the user makes a contact with their manager's name (but fake email address), they 'send' their report, then delete the contact and any bounceback they get?
I don't know why someone would go through this effort just to avoid sending a report they seemed like they were going to send anyway, just thinking outside the box.
Plus I like devious shit like this :)

Are you saying that the problem is also intermittent? Wasn't sure based on this line: "I logged in to the users session and sent a test message with test excel spreadsheet and he received it."
So the user sent the same email/attachment previously and it didn't reach the manager, but when you did it as the user, it did? Same machine/TS session/etc?

Have you spoken with the ISP yet? CenturyLink for example blocks port 25 outbound by default, but all you have to do is call in and ask them to remove it.

Why'd you create it as a security group? Try creating the group as a distribution group via ADUC, or better yet, just create the distro group from the Exchange console itself.

Have you looked into a third party email scrubber/filter system? We used MX Logic/McAfee for years at our MSP, and now are transitioning to Mimecast, both of which offer email encryption features.
When a user sends an encrypted message, the recipient gets a notification email to create a login on a portal site, where they can then retrieve the email/attachments in a secure manner, and reply securely, etc
