It's not garbage. A copypaste of a comment I made about it:

FO4 is just disappointing, not bad. Some people (/r/fo4) would claim it as the best Fallout game ever, and in many ways, it is, but most of the fans were wanting Bethesda to build on what made New Vegas successful, such as high replay value, meaningful choice and consequence, thick atmosphere, varied character builds, crafted and interesting quests, and depth of character. If you don't embrace FO4's sandbox elements, which do nothing if not detract from the RPG gameplay that Fallout is known for, FO4 quickly becomes stale and shallow. 2-dimensional characters with murky motivations that either love you or hate you from the outset give you formulaic quests that have no bearing on the world whatsoever (outside of Far Harbor). It's dull.

Far Harbor shows that Bethesda is capable of writing a choice-heavy story, and was the best part of FO4 for me. I hope Bethesda can pay attention to fan response to Far Harbor and follow that formula for Fallout 5. Or we can hold out hope for Project Louisiana and another Obsidian Fallout, which will bring the parts of New Vegas we loved to the fun shooting and great crafting that FO4 brought to the table.
