UPDATE:
Faulkner County Chief Deputy Prosecuting Attorney Hugh Finkelstein says there were no charges brought against Emmanuel Otoo after a judge did not approve the charges against him.
20th Judicial Prosecutor Cody Hiland released the following statement:
Emmanuel Otoo was arrested by the UCA police department on an allegation of rape on August 9, 2016 and submitted paperwork to the court to have him detained. However, the information provided to the court contained insufficient evidence to justify detaining Mr. Otoo and the court released him from custody without charges. In response, the UCA Police Department submitted an investigative file to our office for a formal review. We are currently in the process of reviewing the evidence related to the allegations and at this time consider the matter an ongoing investigation.

A University of Central Arkansas student has been arrested after being accused of raping another student.
The victim reported the alleged attack to campus police on August 8. According to UCAPD's report, the incident took place on campus at 270 Farris Road.
Police say the suspect is Emmanuel Otoo, a 23-year-old UCA student from Ghana. Otoo has been charged with Rape-forcible fondling and 2nd degree sexual assault. He was released on bond and is scheduled for his first court appearance on September 19.
The University of Central Arkansas declined to comment on the alleged incident.
