Holodomor is Ukraines part of the famine that was engulfing the whole Soviet Union as a result of Stalin replacing individual farms with collective kolkhoze and sovkhoze, they haven't been documented as specifically targeting them.

The consensus seems to be that it was premeditated, with the soviet regime seeking to crush Ukrainian peasants that were resisting collectivisation.

However it's worth noting that the death toll is frequently inflated for various reasons. In SWS links, the Holodomor tends to be compared to the holocaust, as part of a 'Stalin was worse than Hitler' argument, with a stated death toll of 10-20 million, the real death toll was much lower however; somewhere around 4 million (these arguments also tend to forget about all of the other victims of Nazi war and genocide besides Jewish people in concentration camps).

Im inclined to lay the blame for most any famines at the feet of the country's government since in almost every case, it turns out there were things that could have been done to avoid it or lessen the effects.

Right, unless it's something another military does intentionally, it's usually the result of bad policy at least.
