What do you mean, "legal procedures"?
There was no smart contract and no code enforcing it, so the only law that existed was POLICE STATE law.

The butters have seen this play out over and over, and still somehow believed they were immune. When the exchange went down, the belief was shattered, and they knew their money was probably gone forever.
Getting back 64% is such a better outcome than they were mentally preparing themselves for that they are now euphoric. Forget the lack of transparency or security or legality. "They're only taking a third of our money? They're heroes!"
