No because presumably they've just said they want x after the fee. So it's cheaper for us to pay them x and pay him his fee separately as it would cost more to get Juve to pay it.

They didn't break any contract terms, the only way they would agree to sell would be if we gave them enough money for them to then pay Raiola's fee. Usually we would pay them a fee (I believe 100m Euro) which they would then use a fraction of to pay Raiola with but they wanted 100m + Raiola's fee before agreeing to sell.

They had the upper hand since Pogba was contracted to them and we were desperate to buy, they did not breach any terms since they are paying but with money we gave them (in extra)

I think there's a misconception that there was actually set amount for his fee. It was always a sliding scale. I think Juve did shaft him because it it apparently was part of an agreement made when he either joined or renewed 2years ago. Them trying to dump it on us is scummy and bad business practice especially with someone like Raiola. They were obviously looking for a set price(100m - 100m+) for themselves, but tried to be dickheads and keep moving goalposts. Might come back to bite them tho, now that they're apparently going for Matuidi and they have Moise Kean on their books.

Transfers are incredibly complicated transactions. Anything involving the transfer can be negotiated, and often is.
