So, its time to replace the old desktop. My wife has set the limit at 400 bucks.
edit: after taking some advice I am going to wait a couple weeks and increase my cap to $550-$575. Ideally including OS. Thank you everyone for your help.
The hitch is, I semi regularly relapse on WoW and would like the be able to return to satisfy the itch. Now I know I am not going to be able to do that on a prebuilt machine. I have never played the game above low settings, so I am not looking for a ultra machiene. But if I can get a rig that will run smooth with decent FPS medium-high, it would be a upgrade.
Also, I currently have a gateway lx-6200 if I can salvage anything from it (case,cd drive,etc)

Decent build, if OP wants to get it under $400 exactly, he can reuse the case from his old build, as well as the Windows licence.
He can use the program 'Produkey' to recover the product key from his old installation.

For the $400 budget this is a good build. Solid budget PSU and case, upgrades to i3 instead of amd or pentium. 950 is better than and around the same price as a 750ti which people commonly promote as the budget GPU.
Depending on timing and availability, keep an eye out for the 460 which should be the same price and possibly better (also allows for budget freesync monitors)

Do you think this build would be able to handle counterstrike and overwatch on low-mediun settings with high fps?
I'm also looking for a computer that can run those games well with a budget of around $400-$450.

Boy I'm going to get flamed for this, but an Alienware Alpha R1 should satisfy your needs well, have a high w.a.f., and findable for right around $400, perhaps less.

Thanks for pointing me that way, since they come with os, it seems pretty comparable to what I have seen here. But I cant find a game play comparison.

That's a $500 PC for an i3, 4gb of ram, 500gb HDD, no SSD, and a 950 or 750ti... Just no.
I'd recommend OP look for something like a Z77 + 3570k + 2x4 or 2x8 GB of ram used for $120~ and then buy a win 7 key from for another $20 (just google it). That leave's 260$ for GPU + storage and PSU. $40 for 500W EVGA bronze, say another $60 for an SSD and you could probably find a GTX 960 or a R9 380 for under $160.

Do you have a windows CD from when you purchased that computer still?
Also, this would be able to hit a pretty solid high, albeit for $27 over budget.
But that's only if you can salvage an OS out of your current rig or are comfortable switching to linux because it's free.
You could knock the price of a HDD off too but you'll more than likely have to reformat and reinstall everything anyway.
You can also save the CD drive.
Maybe the case too. Threw one in this build anyways because you want it to feel like a new computer, right? :p
Also note: it says there's a compatibility issue, but the message is about just not being able to use the 3.0 usb headers because the case doesn't have any 3.0 slots built in.
If you want them, this is the cheapest case with them that will also fit your stuff. For an addition $20 though.
I'd probably recommend the second case there anyway, but I was trying to cut corners where it was "safe" to do so while giving it good performance.

You can run a free version of Windows 10 as a trial copy, you can use it forever until you actually get around to buying Windows

What prebuild are you looking at? If you post it here I or someone else on the sub will be able to show how cheaply it can be gotten if built instead and show how upgrading certain parts that prebuilts don't really prioritize can make for a superior machine.

That's what I'd do for around $400. It will run games very well and assumes you can reuse your current cd drive and hard drive. If you really need to keep it under $400 grab a cheaper case and 4gb of ram in that order. Keep in mind you can also get some parts used to easily come in under budget. Newegg also had a promotion going on a little while ago where you get $25 off if you spend more than $200 and pay with PayPal. If it's still going on it will bring this build under $400.

Not sure about other games but if OP plays WoW he should definitely go for at least an i3 and lower the GPU to a 460/470. Depending on raiding, maybe even make room for an i5

And so will an i7-6700k with GTX 1080... It's still way over the budget of $400.
Honestly if you can put it off another month or 2 and save for the $500ish price range you should find something that will keep you happy for a good while... the build listed above in the $425ish range will work for now but you may find them lacking in the near future... Also if you can manage to find a way to a Microcenter you may be able to make your money go even further

You can reuse your old hard drive, that's about it.
It's going to be difficult to run WoW well on a $400 custom machine, you might be better off buying a newer prebuilt on sale and throwing a GTX 750Ti in it.

When it comes to these budget builds. Another $100 will make a big difference (it is a 25% increase after all). Depending on what all you need I feel $500-$600 is a sweet spot for price/performance and lasting longer. Making the jump from i3 to i5 will significantly delay an upgrade and is really important for you heavy games like WoW.
Another thing I always recommend is to not cheap out on the PSU or case as these parts will often be reused in future builds, a crappy PSU can wreck the whole system, and a cheap/ugly case will constantly bother you with dust and poor cable management.

A) under $400
B) Include a copy of Windows

Wow isnt a very GPU intensive game.
Honestly the integrated graphics from intels line should push playable framrare on at least lowest settings

You're probably right about the HD 530 being able to play it on low settings, the game has been out a while. But I think a $100 GPU would go a long way.

No doubt this is the most ideal rig for OP's listed budget.
Good job on it, sorry you got brigaded with downvotes.
OP, if you dont save the extra big, grab this, it will allow you to upgrade the CPU without replacing the motherboard. And while sometimes the risk of not 100% legal windows is worth the savings, I would suggest staying legit until you do some research about other means.
I would recommend saving more but if you just cant, this will be damn close to perfect for a $400 budget.
