Miners need fiat to cover input expenses. Miners are bitcoin income rich from investment effort. Increasing hashrate decreases miner profit margins, this ensures that miners are always bitcoin sellers and vice versa, fiat buyers. Without fiat there is no large scale mining network.
Early adopters need fiat as a pool to 'cashout' into when they have real world expenses. Early adopters are bitcoin rich from no effort. Early adopters need large pools of fiat available everytime they need real world things.
Developers are both bitcoin and fiat poor while burdened with the most responsibilities.
Miners + early adopters have the largest incentive to create an environment in order to entice fiat bagholders. The most effective way is to manipulate rallies in order to attract actual money. The higher the price goes the more people jump in.
Early adopters tend to invest into wealth transfer mechanisms(exchanges, casinos) and be the largest proponents of ideologies that justify their gains. Libertarianism provides the most convenient theories to cover up the scams employed by various early holders.
Developers tend to be poor. This forces them to seek careers with 3rd parties that may not share the same views as early adopters. Developers come in frequent conflict with the early adopting crowd for this very reason. Developers are expected to work for slave wages or for free. Any surplus value they add is transferred over to early adopters via price appreciation.
Bitcoin carries with it specific political ideologies. Namely, that those who took the least risk(early adopters) are to be protected and rewarded for no actual reason. Everything else is secondary(including developer health).
Bagholders are argueably the most important group in the space because they provide the fiat that pays the other 3 groups. Without bagholders there is no bitcoin. The bagholder has 1 role. To buy bitcoin on a regular basis and to never sell it. Filling exchanges with fiat is the job of the bagholder. How much fiat should the bagholder provide? Everything minus what he needs to continue getting more(working). Early adopters tell them how prudent they are by under-consuming and 'saving', what they are really doing is transferring their possible consumption to early adopters/miners. Saving is the justification for bagholding.
