They made oil sanctions against Japan, because they knew that Japan had to either forfeit or declare war on U.S.A. With the pride of Japanese people they obivously chosed the second one. U.S.A. actually placed their ships around critical points for the Nazis which blocked them on numerous occasions and made the seafight really hard even without attacking. So there were actual Admirals that wanted Hitler to declar war on U.S.A. Which he really didn't want to do. He gave them strict orders that they are only allowed to shoot back if they get engaged on.
