Yes, programming chess does take effort. Particularly if they were to add it to the board, which currently has no interactivity between players (and as far as I know actually entirely client side).

Our boards currently don't interact with each other. They don't see what happens to our board and we don't see theirs. We might not even see the same boards as each other.

In order for them to create an interactive board, it would require them to program a mini-game into each game that transmits data between the two players. I don't know, but I would imagine not only is this more difficult than you think, but the amount of glitches it could potentially cause would make it not worth it alone.

Programming chess over a network without significantly impacting the connection of the actual game? On top of an already existing UI which is designed for the main game only? You bet your ass it does.

Wouldn't affect the connection at all, you're already sending tons to the server. And the 2d UI (which is what I assume you're referring to) wouldn't need be involved at all, it would be just another interactive greeble on the board.

Chess definitely doesn't take much effort. Interactivity between the boards, however, might mean to re-work the entire board system, and they won't do that. That being said, Hearthstone has proven to be so flexible that it wouldn't surprise me they come up with something like this.
