1. Chicago
Certification - M/WBE Program
Chicago's Minority and Women-Owned Business (M/WBE) Certification Program demonstrates the City's continued commitment to the success of minority-and women-owned businesses by offering certification opportunities to MBE and WBE firms.
The Department of Procurement Services Certification and Compliance division certifies minority-and women-owned businesses that:
have at least 51 percent ownership by a minority or woman
have at least 51 percent of their business controlled by a one or more minority groups or women
The City of Chicago certification is also accepted by other government agencies and some private agencies.
Sometimes during the procurement process (choosing a company for govt work), in 1 project they may say that 10% of this contract must be filled by a M/WBE.
2. The Federal Govt
Women-Owned Small Businesses (WOSB) Federal Contracting Program
The WOSB Federal Contract Program was implemented in February 2011 with the goal of expanding the number of industries where WOSB were able to compete for business with the federal government. This program enables Economically Disadvantaged WOSBs (EDWOSBs) to compete for federal contracts that are set-aside for EDWOSBs in industries where women-owned small businesses are underrepresented. It also allows set-asides for WOSBs in industries where women-owned small businesses are substantially underrepresented.
Gentleman - the word "set-asides" means they MANDATE that a certain portion of a federal contract MUST be a Women-Owned Small Business. That means they overrule competency and experience if you a Vagina that owns 51% of a company.
We aren't just talking Society, we are talking about systemic government bias benefiting women for being women. That is all.
