So I have a question to 9/11 (self.conspiracy)

So I just read something about 9/11. My question is why didn't the us police take some helicopters and fly close or above the towers to try and save some people with rope, like when people are drowning nowadays. they have something to a hellicopter so they can lift people 'Don't remember what it's called'. Why didn't they use that at the time to save some lifes?

The story goes that it all happened pretty quickly, and since no other building had ever collapsed like this no one thought it was a possibility, the unaware were probably working on all sorts of rescue missions.
