what?

this reads like a money grab for colleges. if a person can't get a high school diploma because of a disability then a vocational type program would seem far more beneficial.

But it's only state colleges.

Still, it doesn't make any sense. If they aren't able to graduate high school how are they expected to graduate college. Surely this can't be the best way to help them.

As if the special ed. daycare money pit wasn't enough in high school we've got to continue providing (very expensive) rooms to sit in for these kids well into early adulthood.

They are the developmentally of course a college wouldn't want them, most literally can't survive on their own.
