The Nazis entered this war under the rather childish delusion that they were going to bomb everybody else, and nobody was going to bomb them.
At Rotterdam, London, Warsaw, and half a hundred other places, they put that rather naive theory into operation.
They sowed the wind, and now, they are going to reap the whirlwind.
Another quote I want to share that eerily relates to this are excerpts from General Sherman during the US Civil War.
Now, I know the vindictive nature of our enemy, that we may have many years of military operations from this quarter; and, therefore, deem it wise and prudent to prepare in time.
The use of Atlanta for warlike purposes is inconsistent with its character as a home for families. There will be no manufactures, commerce, or agriculture here, for the maintenance of families, and sooner or later want will compel the inhabitants to go.
You might as well appeal against the thunder-storm as against these terrible hardships of war. They are inevitable, and the only way the people of Atlanta can hope once more to live in peace and quiet at home, is to stop the war, which can only be done by admitting that it began in error and is perpetuated in pride.

The Allied bombing of Hamburg during World War II included numerous strategic bombing missions and diversion/nuisance raids.
As a large port and industrial centre, Hamburg's shipyards, U-boat pens, and the Hamburg-Harburg area oil refineries were attacked throughout the war.

During the German invasion of Poland, the Luftwaffe engaged in massive air raids against Polish cities, bombing civilian infrastructure such as hospitals and targeting fleeing refugees. Notably, the Luftwaffe bombed Warsaw, Wieluń, and Frampol.
It is believed that the bombing of Frampol was an experiment as it had no targetable industry and no military units were stationed there.
On 7 September 318 bombers from the whole KG 53 supported by eight other Kampfgruppen, flew almost continuous sorties against London, the dock area which was already in flames from earlier daylight attacks.
The attack of 7 September 1940 did not entirely step over the line into a clear terror bombing effort since its primary target was the London docks, but there was clearly an assumed hope of terrorizing the London population.
Hitler himself hoped that the bombing of London would terrorize the population into submission. He stated that "If eight million [Londoners] go mad, it might very well turn into a catastrophe!".
