What difference does it make if he was a 'newlywed'???

you're supposed to feel sad that a newlywed will no longer get to enjoy his married life with the woman who loves him therefore making the tragedy that much more poignant.

Oh I rather highly doubt that she's "happy" right now; and she will doubtless be depressed for months, and continue to express "grief/grieving" for several years to come (if not her entire life), some of which will even be real and true grief/loss; at least in the near term.
But at a certain point in time, and probably anywhere from 6 months to a year or two from now -- that will transform, and become little more than an "act" she trots out when needed; a sort of "character role" in a repeat "play" that she has the lines & facial expressions down pat for -- and the actual reality of it will be that she'll be "glad" that she won the police-widow-lottery.
I've seen that happen with any number of "short marriage" widows, regardless of who hubby was or how he died -- it's a significantly different thing for someone to lose a "new" spouse than it is for someone who has been married for multiple decades, raised a family together, etc. -- with the "short marriage" it's much more akin to losing/breaking up with a boyfriend, and much easier for her to "move on".
And then, again, there is the whole "cash & prizes" part -- generally major life insurance payouts, instantaneous single ownership of all assets (with debts usually negated, etc) -- usually puts them into a position to attempt to "marry up" into the next social/financial class, and most do.
